[wpanchor id=”gd”]GENERALITIES & DRAFT:

1.  The draft will be held via email beginning Sunday 24, September 2017.

2. For the 6th season AND last one in its current format, PMASH League will hold a “serpentine draft,” meaning the team that picks last in the first round picks first in the second round and so forth for all ten rounds.

3. Each franchise will at all times have the following minimum of 12 x Forwards, 6 x Defensemen, and 2 x Goalies {ACTIVE}. GMs will also keep three players maximum {BENCH} plus an additional 10 players consisting of 8 x Skaters & 2 x Goalies will comprise the {FARM} squad. Excluding 3 x “{IRs} Players” throughout the season, franchise(s) may carry up to 37 players {ACTIVE, BENCHED, and FARM} and 23 player’s minimum on your active and bench rosters.

Note 1: 2 x Goaltenders will be designated as “ACTIVE” and up to a maximum of 2 can be designated as “BENCHED,” one of which “MUST” be a “FARM ELIGIBILITY.”

4. Remember, this is a firm “Salary Cap Fantasy League” and a carry over of 25. At the end of each year, you will be able to protect and carry-over a maximum of 25 skaters/goalies combined.

5. Teams MUST adhere to the 23 minimum player rosters throughout the season. Failing to do so teams will be subject to the following penalties:

Note 1: Teams that don’t meet the minimum 23 player roster within 72 hours after being notified by the Commissar (without a valid reason, as determined by the Commissar) will forfeit a single FAP. If at the end of the season, the team’s roster is not in compliance with the rules, they will draft last in whatever round their 1st pick is the position. The onus shall always be on individual GMs to ensure their rosters meet both the minimum and maximum roster requirements.

Note 2: Administration of IR – “If an NHL team has not placed a player on IR, we cannot either.” Teams will have 24 hours to activate the player. Also to www.TSN.ca/NHL/injuries Yahoo has also been added as another source of information; both are now the WEB authorities and official guides. 

Note 3: When a player has been on IR for an extended period (41 cumulative games or longer), a GM has the option of placing him on Long Term Injury Relief (LTIR) for the remainder of the season. Using the LTIR does not increase the number of IR slots available, three max regardless of IR/LTIR status. 

Note 4: Any undrafted CHL or NCAA players who sign an NHL contract after 1 Jan of any given season will not be eligible to be drafted or FAP until the following season. Any undrafted CHL or NCAA players who sign an NHL contract before 1 Jan goes through the Waiver Draft process. 

Note 5: The NHL 2017 Draft Lottery consisted of 3 x draws to be held: the 1st Lottery draw determined the Club is selecting 1st overall, the 2nd Lottery draw determined the Club is selecting 2nd overall, and the 3rd Lottery draw determined the club is picking 3rd overall. As a result of this change, the team earning the fewest points during the regular season will no longer be guaranteed, at worst, the 2nd overall pick. That club could fall as low as 4th overall. 

Note 6: We will match the NHL team’s finishing positions to the PMASH League order of finish. As an example using the “2015-16 order of finish where we saw TORONTO finishing last in the NHL standings, and BILLOWY NICKLES finished last in the regular season, BILLOWY NICKELS would be hoping that TORONTO wins the NHL Entry Draft lottery. If EDMONTON finished 2nd last in the NHL VIPERS is in the same position, they are hoping EDMONTON wins the lottery.

ROOKIE Definitions:

NHL version {NON-BINDING w/PMASH} – Rookie Qualifications: To be considered a rookie, a player must not have played in more than 25 NHL games in any preceding seasons {only 25GP is too narrow, and it does not allow us to protect a player who is close to the NHL but not quite there yet}, nor in six or more NHL games in each of any two preceding seasons. Any player at least 26 years of age (by September 15th of that season) is not considered a rookie. 

PMASH {FARM Elibilities} version – Rookie Qualification: FARM eligibility requires 82 Games Played (GP) OR LESS for Skaters and 2,460 Minutes Played (MP) OR LESS for Goaltenders. When a FARM eligibility NHLers exceeds 82 GP {skaters} and 2,460 MP {goalies} during the active season, this player(s) before being called up, must clear Waiver Draft {WD} first, or he/they must remain on the FARM till the season end or drop another player.”

PMASH {NON FARM Eligibilities} version – Rookie Qualification: Column “F” of Excel worksheet called GP-MP will be the sole authority on whether or not a NHLer meets the DASH League prerequisites of 82 Games Played (GP) OR LESS for Skaters and 2,460 Minutes Played (MP) OR LESS for Goaltenders. Column “D” captures Historical data 8 x years to date, and Column “E” captures the Current Season being played. Data gets automatically updated itself based on GP the night before. To have a legend, RED font is solely for ALL ROOKIES where as BLACK font is for ALL NON-FARM Eligibility. CARRYOVER FARM Eligibility must be in RED font at the time when the regular season ends. 

Note 1: GMs will manage their respective Farm team as they see fit including Minor League players can be called up from the Farm team to be swapped into active roster spots if a GM sees fit. It functions just like an NHL team and minor league affiliate, e.g., if a FARM Eligibility gets recalled to back-fill an NHL team due to “emergency,” then a GM would have that flexibility where this FARM Eligibility salary would not count against the team SC.

Note 2: A FARM roster salaries will not count against the teams overall SC.

[wpanchor id=”sc”]SALARY CAP:

6, “Player Cap salaries” will be used and administered by the Commissar, and it will be the individual owner’s responsibilities to adhere to the fixed “CAP” ceiling and flooring set before the draft. The Commissar will be the sole OPI to ensure full compliance. The compilation and the CAP monitoring will be set forward during the summer by using an approved methodology. The Commissar will announce through an email once the NHL makes their known. Player bonuses/other related figures associated with a regular NHL player contract, not exceeding $5M (overall team), will be included as part of any SC methodology, and www.capfriendly.com will be the single official website for all player salaries. Refer to paragraph 10 note # 1!

 Note 1: To reiterate the overall objective of a salary cap; it’s to ensure that all NHL players’ salaries are counted in the team’s overall CAP excluding those players who are on the FARM Team. The salary for a player officially on your pool team’s “IR” will not count towards your cap until they return from IR status; otherwise, all player salaries will count at all times.

Note 2: Regarding player’s Cap Hits, ONLY the $$$ identified on the first (top) page of the player’s current NHL team will be used. Please note that some players who have been traded may have part of their Cap Hit remain with their previous team. It may mean that some players are a better deal on their new team than on the old one, but in most of these cases, they were not performing up to their contract anyway.

 Note 3: The official cut-off date for salaries will be 24 hours before the start of each season {October 3rd, 2017}. Afterward, the SC rules kick-in, again www.capfriendly.com will be the sole authorities.

Note 4: Suspended Players (i.e., V. Voynov’s rule) where “if suspended” by the NHL (where the NHL doesn’t count the cap hit), a GM is permitted to place the player(s) alongside those on “IR” status. Once the suspension is lifted, they are to be managed the same as any other player on IR status, meaning both roster and cap space must be made!

Note 5: No players under contract in KHL or European Leagues are draft or FAP-eligible until they sign an NHL contract. Once they sign that contract, they must go through the “Waiver Draft” process. Any unsigned UFA/RFA will automatically have a Cap Hit {CH} equal to their last NHL contract, even if they sign in KHL or European Leagues. Any unsigned CHL or NCAA players with no CH will be placed on the FARM.

7. For the 2017-18 season, the PMASH Salary Cap Ceiling is $94M with Flooring set at $79M}, and it includes all player bonuses. The NHL salaries of ALL roster players will count towards the cap regardless of their status (Europe, Minor Leagues or Junior). Only team 3 x IR status players and their 10 x FARM team players will not count towards the cap.

 Note 1: The PMASH Salary Cap includes all player bonuses. The SC amount is based on the new NHL cap and announced in June XX. Here are additional SC {ceiling/flooring} clauses:

a. RE-OPENING OF AN EXISTING PLAYER CONTRACT during the regular season, if a player signs an extension or has their contract renegotiated, the new salary will not take effect until the following season;

b. UNSIGNED PLAYERS. It’s the GM’s responsibility to ensure that there is room under the CAP. Once that unsigned player signs with an NHL franchise, then for fairness, the affected GM will have 24 hours to make room under the CAP through trade or drops;

c. TRADES THAT PUT YOU OVER THE CAP. Parties will have 72 hours following the initial announcement to ensure the room is made of the CAP. It will be the responsibility of the parties involved making appropriate strategic moves by making sure that all the Original Conditions {i.e. FAPs plus other trades are met and removed first before trading newly acquired assets again. If no room is made following the 72 hours, then the trade will be voided};

d. RETURN OF HOLDOUTS. GMs will have 72 hours to get under the CAP;

e. FREE AGENT PICKUPS. GMs will have 72 hours following the initial claim to ensure the room is made of the CAP;

f. FARM ELIGIBILITY SALARIES. When NHL FARM Eligibility salaries don’t appear, either on www.capfriendly.com GMs should attempt to forecast the FARM Eligibility’s approximate salary. Once a FARM Eligibility player appears “online,“ GM’s will have 72 hours to ensure room is made under the “CAP“;

g. INJURED PLAYERS: If an NHL team has not placed a player on IR, we cannot either. Once a player is FULLY REACTIVATED,” teams will have 72 hours to get under the cap as the player no longer meets “IR” status. A team will not be allowed to hide players on “IR” at any time. It also means that a player plays in a game that includes goaltender(s) whether or not he plays that day or on the bench as a backup.

[wpanchor id=”scp”]SC PENALTY PHASES:

8. A franchise exceeding any of the above serials will be charged 1 x FAP for each 24 hours after their deadline has expired, to a maximum of 5 x FAPs per year including at the start of the season when rosters are finalized and set. Should there be, further unnecessary delays for the same transaction or the individual franchise has maxed out their FAP allocation that franchise will start losing draft picks, beginning with the 10th round and descending until the penalty phase is finished? This said there could be some “extraordinary circumstances” which will be considered based on their own merits.

Note 1: Excluding “IR players,” the SC is solely based on your overall franchise roster of between 23-37 players. You must have a minimum of 3 x players on your BENCH at all times.

Note 2: Excluding “IR players,” with an SC ceiling of $94M, the average player salary based on a 23-player roster is $4,086,957M / $3,357,143M respectively.

[wpanchor id=”wd”]WAIVER DRAFT:

9. Waiver Draft {WD} will be administered as follows:

a. If more than one team claims the same player, the team that is highest on the priority list is given the rights to the player. The priority list is initially set based on the reverse of the draft order {Note 2}. Once a team makes a successful waiver claim, they will move to the bottom of the “Rolling List.” This rolling list stays in effect for the entire season;

b. The final opportunity to claim a {WD} will be 3 x days (72 hours) before the last Regular season game. For example, if the Regular season ends on a Sunday, teams could use a {WD} claim no later than 2100 hrs EDT on Thursday preceding the end of the Regular season. Players dropped within 3 days of the end of the final Regular season game will not be available until the following season’s draft;

c. If, in the opinion of the Commissar, a GM is playing “Roster Roulette” with a player to avoid cap implications or some other reason; he would have the right to VETO a Waiver claim. If this does happen, then that player would go to the next team to claim him on the “Rolling list.” If no other team has put a claim on that player, then he becomes a regular FAP after 72 hours;

d. Players dropped during the season will be on waivers until 2100 EDT on the 3rd day after they have been dropped regardless of what day of the week they were dropped. In other words, a franchise would only have to wait 72 hours before being awarded a player after making a claim;

e. If there are no WD claims on a player within 72 hours, the player then becomes available as a FAP to all others, first, come, first served.

 Note 1: VETO, The Commissar “MAYVETO any dropped players if they are among, at the time of being waived, the top 50 NHL scorers or a top 10 goaltenders and who are being waived for no apparent reason. Before using a VETO, the Commissar will seek the team’s reasons for the drop.

 Note 2: A “Rolling list” will be used throughout the season. The original order will be set by reverse order of the current season’s draft order. Once a team makes a successful waiver claim, they will move to the bottom of the “Rolling list.

[wpanchor id=”fap”]FREE AGENT PICKUP {FAP}:

10. Each Franchise will begin the new season with 20 x FAPs {with the caveat to be reviewed annually}. FAPs can start immediately following the draft. Any players, not on another team’s Roster (Active or Benched), but has been drafted or signed by an NHL franchise at some point in their career, is eligible to be claimed {See Note 3 for late bloomers}.

a. Final opportunity to place your last FAPs is NLT 2100, 72 hours before the last regular season game played. Thus allowing any dropped players to be claimed by any one of the remaining franchises; and

b. The Commissar will keep a manual count of FAPs and Trades. League activities will regularly be posted online. All FAPs will require an “online form” e-mail sent to the Commissar first so a manual record can be kept at all times.

Note 1: Teams have ample opportunities throughout the regular season to make sound decisions with their 20 x FAPs allotment. There will be NO FAPs claims between the period of 9B and the beginning of the following NHL season;

Note 2: 20 + year olds who are considered LATE BLOOMERS and who were never drafted by an NHL team in the first place and most cases played in Europe for an extended period (i.e., Cory Murphy and Fabian Brunnstrom) will be dealt with via the WAIVER DRAFT process once they are signed by an NHL team.

Note 3: Undrafted College Players: Any undrafted CHL or NCAA players who sign an NHL contract after 1 Jan of any given season will not be eligible to be drafted or FAP until the following season. Any undrafted CHL or NCAA players who sign an NHL contract before 1 Jan goes through the Waiver Draft process.

Note 4: LATE BLOOMERS, players who were never drafted by an NHL franchise, will be dealt with via the WAIVER DRAFT process once an NHL team signs them;

 Note 5: FAPs can be part or sole element of a trade as long it meets Note 1 of paragraph # 29, where a trade involving players for a FAP(s) must be treated as an equal player for player value and must meet the 3 x trading principles or reasons will be sought; and

 Note 6:EXTRAORDINARY CIRCUMSTANCES” In the case of the death of NHLers outside an NHL arena, a single FAP would be granted as this would be considered an “OFF ICE” event. For an “EC FAP” to be granted, a franchise MUST be totally out of FAPs; otherwise, the team would be required to use a SINGLE FAP from their allocation. Any other unforeseeable events such as an individual suffering a career-ending injury or deciding to retire WILL NOT qualify for a FAP as these are considered “ON ICE” events.

[wpanchor id=”ps”]POINTS SCORING “ROTISSERIE” TYPE-POOL:

11.  There are 12 categories in which players score points: Goals {G}, Assists {A}, Points {PTS}, Penalty Minutes {PIMs}, Hits, Block Shots {BS}, Shots On Goal {SOG}, Forward Points, Defense Points.  For Goalies; Wins+Ties+Shutouts, Goals Against Average {GAA} and Save Percentage {SPCTG} will be counted. The first 7 categories are calculated by simply adding the numbers of your 12 x forwards and 6 x defensemen.  Forward’s and Defense PTS use only your top 12 and 6 defensemen points respectively. Goalies’ PTS are to be weighted as follows: Wins are worth 2 x PTS, T = OT and/or Shoot Out (SO) Losses are worth 1 x PTS regular season only, and Shutouts are worth 3 x PTS.  No points are to be awarded for goalies in any of the other accumulated scoring categories. Shared shutouts are not counted. These points are added together to give you Wins+Ties+Shutouts. Goals Against Average {GAA} and Save Percentage  {SPCTG} of your 2 x goalies are calculated by adding the core numbers, not by dividing their respective GAA and SPCTG by 2 so that your numbers bear the appropriate weight according to minutes played.

12.  In each of the 12 categories, teams are ranked from first to last. For example, in our 12 team league, the team that is in 1st in goals would earn 12 PTS; the 2nd place team in goals would receive 11 PTS, 3rd 10 PTS, and so forth until the last place team gets 1 pt. So in a 12-team league, the team with the most goals will get 12 PTS while the team with the least number of goals will get 1 pt.  This system works for all 12 categories, each of which has equal value.  If teams are tied in a category, the teams will split the points between them. For example, if two teams were tied for the lead in Assists with 55 each, both teams would receive (12+11=23 divided by 2 = 11.5).

13.  At the end of the regular season, each of your goalies “MUST” have played a combined total of 4,500 minutes with each goalie getting a minimum of 1,500 minutes or {25 GP}. The penalty is that, if either of your active roster goalies does not make the combined 4,500 or individually the 1,500 minutes minimum, you will be placed in last place in both the {GAA and SPCTG}  categories and draft last in the 1st round or the next eligible round.  If you have a goalie on your bench that has met the 1,500 minutes minimum and a goalie on your active roster that has not met the minimum, you must use the goalie that has qualified. The W+T+SO category is cumulative, so the more games you play, the more points you will accumulate.

14.  “Only Active Roster Players count towards franchises totals.”

Note 1: A minimum mandatory 25 NHL Game Played {GP}MUST” be met by all active rosters {Top 12 forwards and 6 top defensemen}.  Furthermore, as unanimously voted is a sub-clause where “IF” a team doesn’t adhere to the minimum of 25 NHL GP by all different players, a team in the next season will draft last in the 1st round regardless of the team last draft positioning or the next eligible round pick in a sequential order whether or not a team qualifies for the end year lottery.

Note 2: If a player is going to count in your final active roster at season end, then active salaries MUST count against your team CAP regardless of whether a single player is injured or in the minors, etc.  Each active player must have the minimum 25 GP or a combined total of 4,500 minutes with the backup goalie getting a minimum of 1,500 minutes or {25 GP} to be counted in totals.

15.  Final Roster Timeline Activities will begin 1 week {TBC} prior to the publication of the NHL regular season final statistics, thus allowing for last minute fine tuning.  This will allow each team time to begin filtering their rosters as follows:

a. 1 week prior {Sunday} – 2nd last opportunity to drop players from existing rosters and 2nd last opportunity to claim a {WD} via the online/e-mail requests form as per paragraph 8;

b. 3 x days prior {Thursday 1200 hours}EXCEPT FOR OVER THE CAP RELATED ISSUES – Final opportunity to drop players from existing rosters and last opportunity to claim an {WD} as the 72 hours rules would now kick in and conclude Sunday;

c. last day {1200 hours Sunday} – Prior to the last games being played – The WD claim’s “IF ANY” will be awarded by paragraph 10;

d. 1 day following the conclusion of the season {Monday NLT 2100 hours}FINAL AND BEST ROSTER{Note 1 refers} – Final opportunities to move players fromACTIVE” or/to “BENCHED” status respectively.  Sunday’s stats would be available online NLT 1800 hours on the same day {Monday} or earlier; and

e. Final PMASH League Season Standings will be published NLT 1800 hours on the next day {Tuesday} following the end of the regular season.

Note 1: Definition of “FINAL AND BEST ROSTER”: Prior to submitting a “FINAL AND BEST ROSTER“, a franchise must look at all options to better their own position “upward in the standings” even if it’s a slight increase of only .5 PTS in any of the categories, as this could potentially have an effect on other teams places in the standings.  In the event of a team’s failure to submit a final roster, the Commissar will then review and if necessary, make any adjustments regardless of the wishes of the team as this represents the idea of putting the “best individual franchise roster” forward. The Commissar will then advise the affected Team (s).

Note 2: Except to meet SC space and regulations, there will be no FAPs used between the period of Tuesday prior to the end of the Season and the release of the final standings {Tuesday following the conclusion of the season}.

[wpanchor id=”fa”]FEES AND AWARDS:

16.  A fixed annual fee of $110 which includes a Franchise Fee, Annual Web Hosting and a contribution towards Canadian Cancer Society in memory of Pat Moyle is to be paid no later than 30 June xx annually for the following regular season play.  If you do not pay by 30 June xx, a standby owner could “potentially” replace you on Jul 1st in time for the upcoming regular season play.  You have 52 weeks to plan ahead for the upcoming season.

17.  No trading will be allowed until all franchises have paid for the upcoming season. If you have a problem paying that early, please talk to the Commissar first.  All the money collected will be paid out to all at the conclusion of the season {June XX} at once including a yearly minimum donation of $80 to “Lymphoma Cancer” in the named of Pat Moyle!

18.  In the event of a tie, the team that finishes highest in the POINTS CATEGORY will be declared the winner. If still tied, most goals will win. If still tied, the teams will split the winnings.

19.  Prizes will be awarded as follow:

20.  The Commissar will attempt to upload statistics on a daily basis unless he’s away for an extended time. A workbook will be placed and updated at www.DropBox.com on a regular basis for each GM to download for your usage.

[wpanchor id=”cd”]CARRYOVER FARM ELIGIBILY DETAILS:

21. For the 2017-18 season, each GMs will protect 25 x players, including any players that may have been on IR and will inform the Commissar frequently NLT mid-Sep annually {date TBC}.

22. To alleviate any potential problems and to ease your research, www.nhl.com will be the sole guidance for FARM Eligibility regardless of age or games played. All players in our league must have previously been drafted or signed by an NHL team.

23. After all, teams have protected their 25; a “serpentine draft” will commence. Teams have 10 mandatory rounds worth of draft picks to use or trade. Be advised that, after the draft, you must have a total of 35 {25 x players and 10 x players on the Farm”}. You must have on your Active roster a combination of at least 12 x forwards, 6 x defensemen and 2 x goalies or you will be forced to use a free agent pick ups to make up the difference. Again, your top 20 x players {12 x Fwds, 6 x Defs and 2 x Goalies} will count at all times. Trading will not be allowed to make up the difference immediately following the draft.

24. If any, disbanded franchise’s player rosters will be frozen, and the respective players will become free agents and available at the next season’s draft. However, this will be the last option as we will look at our standby list first.

[wpanchor id=”tr”]TRADES:

25. Franchises can trade for free agent pickups and/or any combination of multiple player deals including a fixed cap fix dollars {see table below}. 2 for 1, 3 for 2 and 2 for 2 with free agent pick up or draft pick for next year’s draft (next year’s draft picks the only ones you can trade) are acceptable. NO future considerations or cash deals will be allowed. Obvious attempts to stack franchises will not be tolerated. Collusion between franchises is prohibited. We hope that every partner has enough integrity not to cheat. Owners, who try to cheat the system, may be kicked out of the pool. We want a fun pool, and it’s no fun if one or two people collaborate/circumvent the rules to try and win.

Note 1: Following are the guiding principles for which the Commissar can approve or veto trades based solely on the trade submitted at that time. It’s strict and only meant to provide the League a “CLEAR” and “TRANSPARENT” trading process and to ensure that there is “NO COLLUSION” between franchises.

 # 1 The intentions of 1 or 2 trading owners to gun for a money spot; and

# 2 Make trades to better themselves for the following season.

Addendum to Note 1: Intentions between one or more trading partners might be sought in the event a complaint is filed on a particular trade. At that time, franchises will be requested to clarify why they made a deal.

 Note 2: Trading of Players while Injured or Retired – This note is to make it clear that “IF” an injured or retired player gets waived or traded throughout the regular season, then the gaining PMASH team will display/count both player’s PTS and the player’s salary.

Note 3: One must understand the game here; this pool is highly competitive, and one must resign themselves that some will win and some won’t.

Note 4: To be transparent, the Commissar‘s team (BC ICE HAWKS) involving trades and pickups will be reported and confirmed through an uninvolved partner.

Note 5: With regards to a trade involving draft picks, franchises must be at all times maintain their mandatory 10 picks. If one or more draft picks are included, then the equivalent must be included going back to the other team, to balance both franchises total draft picks.

 Note 6: FAPs can be part or sole element of any trade as long they meet Note 1 of paragraph # 26 above.

 Note 7: Owners should try to return all phone calls or emails within 48 hours if possible. Even if you think the offer is unwise, give your fellow owners the courtesy of a two-minute phone call or polite no thanks in an email. If an offer requires further thought, email the person with a short note, I’ll think about it for the next # days and get back to you, and then get back to them. This is important as it affects all owners in one-way or another.

 Note 8: Three-way deals must be submitted promptly within 24 hours by all three teams.

Note 9: A team may trade future draft picks and FAPs not exceeding one season beyond the current season plus one year, as there are no guarantees that the team will be in our League beyond that.

 Note 10: 72 hours before our trade deadline {Friday through Sunday}, paragraph 11 {SC Penalties} will be “Temporarily suspended.” Team rosters and caps MUST BE in complete compliance no later than 2100 hrs EST/1800 PST. Teams, not by roster size or cap space will be penalized according to the rules already in place.

 Less than 25 x GP for each active roster players = 1st Rd pick in the upcoming draft only;

Greater than $94M = 1st Rd pick at the upcoming draft only; or

Less than $79M = 1st Rd pick at the upcoming draft only.

26. Any GM may lodge an official PROTEST if they wish to have a trade reviewed. Teams will have 72 hours from when the trade is posted to submit the protest with valid reasons why the trade should be reviewed. GMs MUST consider rules for the guiding principles on trades before making a PROTEST.

27. A Review Panel (Jury Duty!), as determined by the Commissar, will consist of three non-partisan teams, preferably farthest away in the standings from both teams involved in the contested trade. The Commissar and the GM, who protested, would not have a voting role on the Review Panel but could be asked to explain their positions to the Review Panel. A minimum of 2 to 1 vote would be required to approve/reject the trade. The Review Panel would have 48 hours to render their decision.

28. ALL TRADE activities involving the Commissar own team {BC ICE HAWKS} will be subject to similar scrutiny. Either Russ (FLYING HELLFISH) or Terry {KEYSTONE KOPS II}, who are both Commissars in several Fantasy Leagues, will be consulted if they are not directly involved in the deal. For BC ICE HAWKS trades, one of these two would act “as Commissar” in approving the Commissar’s trades. If a GM wishes to protest on an {BC ICE HAWKS} trade, then they would lodge a formal PROTEST, and a Review Panel would be formed. Russ or Steve would be treated the same way as the Commissar with regards to the Review Panel makeup.

29. ALL trading partners MUST fill an “Online Trade Form to confirm any transactions. All transactions are subject to approval by the Commissar for both fairness and transparency. It would take a pretty obvious lopsided or a collusion attempt for a trade to be vetoed, but I would like to understand why both sides made the trade. Regrettably, bad trades can and will happen; the Commissar MAY request reasons to why a trade was made before approving a potential bad trade (Para 28 Note 3).

 Note 1: Trade offers are not binding as it takes two online forms to complete the deal. The GM that makes an offer has the right to pull the offer off the table if they decide; HOWEVER, once both parties agree to a deal, they must notify the Commissar within 24 hours. If one of the parties fails to do so, the second party has an additional 24 hours to forward documentation to demonstrate that an agreement had been reached so that the Commissar can confirm the trade.

30. The trade deadline is permanently set at 1800 hrs on the first Sunday following the NHL trading deadline. This will give all teams added opportunities to assess and generate more trading activities over a weekend vice a weeknight. There will be no trading between 15 Sep XX and draft day. Trading may begin after the draft with no trading during the draft.

31. Franchises that know they are going to fold must inform the Commissar so that trading can be suspended with that franchise. If a partner makes trades during the season and subsequently folds, trades will be analyzed for fairness and may be annulled, or penalties assessed by the Commissar. Teams can never go below their 12 forwards, 6 defensemen and 2 goalies (except in the off season) or over their 25-player roster less “IR” + 10-player Farm Team. Think about your trades; you will have to live with your decisions!

32. Any team that owns a draft pick of a franchise that folded will receive a compensatory pick at the end of that particular round. If the pick is 1st, 2nd or 3rd round, the team will be allowed to pick where they would have if the folded franchise had stayed in. You do not get your draft picks back if the team you trade it to drops out.

[wpanchor id=”ar”]AUTHORITY/RULE CHANGES:

33.  Any rule changes DURING the season will require unanimous approval of ALL Franchise Owners. Unless stated otherwise by the Commissar, rule changes during the off-season will require greater than 50% {10 – 11 teams = 6 Owners, 12 teams + 1} approval.  In the event of a tie vote, the Commissar will be allowed to break the tie with what he feels is best for the pool.

34.  At the discretion of the Commissar, the league may be folded if there are less than 10 franchises.

35.  The final authority for all questions and disputes rest with the Commissar:
